Lisbon's Regulamento Municipal do Alojamento Local, amended on 6 December 2025, bars new AL registrations in areas of absolute containment (AL at 10% or more of permanent dwellings): the parishes of Santa Maria Maior, Misericórdia, Santo António, São Vicente, Arroios and Estrela, plus some neighbourhoods. In relative-containment areas (5% to 10%, Avenidas Novas and other neighbourhoods) a whole home needs an exceptional authorisation, available only for rehabilitating ruined or long-vacant buildings or special-interest projects, valid five years and never for homes let for housing in the last five years. Outside these areas registration is the national prior communication. Lisbon charges a tourist tax of EUR 4 per guest per night (max 7 nights, under 13 exempt), which covers local accommodation.
